Following on the heels of a mandate that truckers carrying freight for the Dept. of Defense must use electronic bills of lading, companies hauling freight for civilian agencies must do the same by September 30, 2001. Officials of the General Services Administration, which handles moving contracts for government agencies and workers, say that haulers handling any part of the government's $12-billion annual freight bill must change to web-based billing services within a year.
