PennDOT invites carriers to 2012 Transportation Safety Days

The Pennsylvania Dept. of Transportation is sponsoring Transportation Safety Days aimed at helping truck drivers and trucking company representatives and safety coordinators increase their understanding of Pennsylvania’s regulations and improve safe operating practices for drivers. The event is especially suited for anyone directly involved with the transportation component of natural gas development.

The events are scheduled for:

• Thursday, May 3: DoubleTree by Hilton, Green Tree, PA
• Thursday, July 19: Penn Stater, State College, PA
• Tuesday, October 30: Mansfield University, Mansfield, PA

Four individual breakout sessions will be presented by PennDOT, the Pennsylvania Public Utility Commission and the PA State Police including:

• PennDOT will offer a session on special hauling permits, detailing when they are required for oversize and overweight loads that are using Pennsylvania’s Interstate highways, U.S. routes and other state highways.  During this session, PennDOT will discuss the process by which these permits can be obtained and the penalties for violating terms and conditions. This session will also address PennDOT’s posted and bonded roads program.

• PA Public Utility Commission (PUC) will discuss the Commonwealth’s Unified Carrier Registration (UCR) program, along with the requirement for certain carriers to obtain PUC operating authority.  Pennsylvania’s New Entrant Audit and Compliance Review programs and their impact on carrier operations also will be discussed.

• During part one of a two-part breakout session, Pennsylvania State Police motor carrier enforcement personnel will discuss safety regulations with particular emphasis placed upon the most common violations found during roadside inspections of trucks supporting gas drilling operations.

• During part two of this two-part breakout session, attendees will participate in an actual walk-around truck inspection performed by experienced field motor carrier inspectors. Attendees will have the opportunity to ask questions about how to operate in compliance with the applicable state and federal rules and regulations.

• A flagger training presentation will be conducted for individuals who can train personnel in their organizations who have flagging responsibilities on any road open to the public. This course has been designed to meet the PennDOT Publication 408 flagger training requirements mandated for all flaggers in Pennsylvania. The course covers flagging procedures, work zone set-up requirements and traffic control devices based on information from PennDOT Publication 213 — Temporary Traffic Control Guidelines, the Manual on Uniform Traffic Control Devices (MUTCD). There is an additional module on the basics of adult learning so that trainers will be provided with background useful for setting up a flagger class and training adults.
