Roadside enforcement for 2016 compliance with the Unified Carrier Registration Agreement (UCR) has been delayed until Feb. 1, according to a revised bulletin issued this week by the Commercial Vehicle Safety Alliance (CVSA).
Roadside enforcement for 2016 compliance with the Unified Carrier Registration Agreement (UCR) has been delayed until Feb. 1, according to a revised bulletin issued this week by the Commercial Vehicle Safety Alliance (CVSA).
The original bulletin had called for enforcement to begin Jan. 1. The delay is the result of reported computer glitches in the transition to a fully on-line system.
Beginning in late September and early October of 2015, carriers subject to the UCR were either mailed or emailed reminder notices or UCR application forms with instructions on how to register and pay 2016 UCR fees on-line at the national UCR site developed and maintained by the Indiana Department of Revenue, according to the notice. This system is fully operational and is located at www.ucr.in.gov.
The Federal Motor Carrier Safety Administration (FMCSA) has added a 49 C.F.R. violation code into the Aspen software to indicate that a carrier is not in compliance (392.2UCR - “Failure to pay UCR fees”).
The UCR board of directors says enforcement of UCR should only occur after on-line or telephonic verification that the company has failed to register for the 2016 UCR registration year. Roadside enforcement should only be performed for the 2016 UCR registration year unless proof of operation in a previous UCR registration year can be obtained, the notice states.
