    Virginia’s Public-Private Transportation Act advisory panel has endorsed a $913 million interstate tolling project that would improve a 56-mi. stretch of I-95/395 corridor from Northern Virginia to Fredericksburg.

    The project, which was proposed by private firms Fluor Virginia Inc. and Transurban USA Inc., would add a high occupancy toll (HOT) lane to the existing two high occupancy vehicle lanes (HOV) on I-95 in Northern Virginia.

    Under the proposal, a variable toll rate would apply to vehicles carrying fewer than three people each in the HOT/HOV lanes. Carpoolers and transit operators would use the lanes for free.
