    The Port Authority of New York & New Jersey has announced the Holland Tunnel is now open in the westbound (to New Jersey) direction for cars and buses only—no trucks, including vans and pickups, will be allowed .     The tunnel, a key Hudson River crossing linking lower Manhattan with Jersey City, had been closed to all traffic since the terrorists attack of September 11 leveled the nearby World Trade Center. According to news reports, police will randomly inspected traffic approaching the tunnel.
