The California Air Resources Board (CARB) has adopted a rule outlawing truck and interstate bus operators from idling five minutes or longer within 100 feet of any building. The rule is expected to be effective in about six months, pending approval from the Office of Adminstrative Law. The rule is not effective immediately, as originally reported.
