Package delivery giant United Parcel Service will boost rates across the board for ground, air, and international shipments while reducing fuel surcharges in 2007.

Next year, UPS said ground, air express, and U.S.-origin international shipment rates will increase an average of 4.9%. Air express and international shipments will increase 6.9%, but a 2% drop in fuel surcharges for those shipment classes will mitigate that increase.
