    ComSec International, a Transportation Security Admini­stration (TSA)-certified Independent Cargo Screening Facility (ICSF), offers screening systems to help the air cargo community meet requirements of the 100% screening mandate. Its participation within the Certified Cargo Screening Program (CCSP) is important now that TSA has issued clarification regarding carrier acceptance of shipper-built unit load devices (ULDs).

    TSA’s new requirements regarding acceptance of these devices has forced air carriers to change their security standards. United Airlines announced in a letter effective October 11, 2010 that they “will not accept unscreened temperature-controlled units. All cargo tendered in a temperature-controlled ULD must be screened at a certified cargo screening facility before tender to United Cargo.”

    Pre-screening temperature-controlled ULDs has become the only option for acceptance at the air carrier and may be the best method for maintaining shipment integrity, especially for the pharmaceutical industry.
