California TRU registration deadline rapidly approaches

July 31, 2009, is the deadline for registering California-based transport refrigeration units (TRUs) and TRU generator sets with the California Air Resources Board (ARB).

July 31, 2009, is the deadline for registering California-based transport refrigeration units (TRUs) and TRU generator sets with the California Air Resources Board (ARB).

Register TRUs and TRU gensets online at the Air Resources Board Equipment Registration (ARBER) system. ARBER may be accessed at www.arb.ca.gov/arber/arber.htm. Registration is free.

Enforcement of the TRU registration requirement begins in August 2009. Citations will be issued to all non-compliant TRU owners and operators. Penalties will be up to $500 per non-registered, California-based TRU but can be more for serious cases. Ticketed TRU owners will also be subject to full audits by ARB for all applicable diesel engine regulations.

Model year 2002 or older TRU engines must be fully compliant with the in-use standards by December 31, 2009. Since lead times can be three to four months and may change with supply and demand, it is recommended that orders for compliance technology be placed by September 1, 2009.

Beginning January 2010, all non-compliant equipment will be cited and a penalty up to $1,000 per unit will be assessed—possibly more for serious cases. Compliance would also be required within 60 days.
