The Federal Motor Carrier Safety Administration confirmed it is delaying the implementation of entry-level training standards for new commercial drivers.
The driver training rule was initially scheduled to begin on Feb. 7, 2020. However, FMCSA said the new date will be Feb. 7, 2022.
“This action will provide FMCSA additional time to complete development of the Training Provider Registry (TPR),” the agency said. “The TPR will allow training providers to self-certify that they meet the training requirements and will provide the electronic interface that will receive and store entry-level driver training (ELDT) certification information from training providers and transmit that information to the State Driver Licensing Agencies (SDLAs).
In order for new drivers to receive a CDL under the rule, trainers must provide instruction in a curriculum that meets all the established standards and other eligibility requirements, including on-road instruction.
The delay will be published in the Federal Register in the coming days, launching a 45-day period for public comments.
The Commercial Vehicle Training Association (CVTA) called the delay a blow to safety advocates and the professional driver training community that has been advocating for a more comprehensive curriculum.
“While news of the full delay is not unexpected, it is very disappointing to the entire commercial vehicle training community as well as safety advocates who have seen this as a critical step towards improving highway safety," said Don Lefeve. president of CVTA.
He added: Put simply, the ELDT rule is in the interest of everyone’s safety."
