CVSA updates out-of-service criteria to improve safety and compliance
Key takeaways
- CVSA’s 2026 out-of-service criteria are now active, with 17 updates impacting driver and vehicle compliance checks.
- New rules tighten ELD tampering violations, allowing inspectors to act when driver activity cannot be verified.
- Brake, cargo securement, and placarding updates require fleets to review maintenance and compliance practices.
The Commercial Vehicle Safety Alliance’s (CVSA’s) 2026 North American Standard Out-of-Service Criteria are now in effect. The alliance, which develops inspection standards used by enforcement personnel across North America, replaces all previous versions with the updated criteria effective April 1.
Certified commercial motor vehicle enforcement personnel use the criteria alongside federal regulations to determine whether drivers or vehicles should be placed out of service (OOS). The updates reflect 17 changes approved by alliance voting members last year and are incorporated into inspection bulletins, procedures, operational policies, and training materials.

- ELD-related violations were expanded to address false records and tampering that prevents determining driver activity.
- References to automatic on-board recording devices were removed following regulatory changes.
- Brake system criteria were updated, including terminology changes and alignment with federal lining thickness standards.
- Cargo securement updates include adding the ExTe Com90 system and a wire rope damage chart.
- Coupling device criteria now include a section for countersunk screws.
- Wheel and rim criteria were revised, including added language for missing rim pieces and removal of inconsistent enforcement items.
