In a letter to the American Trucking Assns. (ATA), NPTC president Gary Petty noted that its support for ATAP was general in nature and subject to qualifications. Petty made specific reference to concerns about the Highway Watch program and the proposed criminal background information system on drivers and other employees.

"Notwithstanding our reservations over these issues," Petty said, "NPTC recognizes the critical need for trucking industry unity on the subject of anti-terrorism."

Petty added that "NPTC is ready to assist ATA and others in helping further develop and implement the ATAP program."
