The pandemic supply chain problems spurred more businesses to consider relocating overseas production, and then Trump's tariff volatility paralyzed many investment decisions despite one of its goals to encourage more American manufacturing. 

Rosemary Coates, executive director of the Reshoring Institute, explains the current state of U.S. reshoring.
