    Writing in the new issue of Energy Houston magazine, United States Rep John Culberson (R-TX) says that construction of Interstate 10 across the west side of the city can be cut to six years. He wants construction begun by the end of 2002. He also calls for a ban on truck traffic on the highway, moving heavy trucks to US 59 to reduce congestion.
