FHWA names Rowland chief counsel

The Federal Highway Administration (FHWA) has named James A. Rowland as its chief counsel. Rowland most recently served as minority chief counsel on the Senate Judiciary Subcommittee on Immigration. Before that, he was legislative counsel to Sen. Sam Brownback (R-KS) and handled transportation issues for the Commerce, Science and Transportation Committee.
