PrePass Safety Alliance acquires truck technology firm

July 12, 2022
The CVO Holding Co. acquisition aims to enhance connected vehicle technologies and safety offerings within the industry.

PrePass Safety Alliance, provider of PrePass weigh station bypass and other truck safety and toll payment technologies, has acquired CVO Holding Co., which specializes in combining technologies and infrastructure to enable connected vehicle solutions.

PrePass Safety Alliance introduced its PrePass connected vehicle technology with the support of CVO back in 1993. Since then, the PrePass weigh station bypass program has provided more than one billion safe bypasses of open weigh facilities, saving the trucking industry more than 405 million gallons of fuel and $7.9 billion in operating costs, the company stated in a press release.

Furthermore, PrePass reduced truck-related pollution in the same timeframe by more than 905,000 metric tons, the equivalent of taking 161,000 automobiles off the road, the company added. Today, more than 105,000 motor carriers subscribe more than 700,000 trucks to PrePass bypass and electronic toll payment services.

“This is the perfect match of two organizations that introduced the concept of connected vehicle technology to the trucking industry and have led the way ever since. CVO has supported PrePass from its inception, helping grow the program into America’s leading weigh station bypass service,” Mark Doughty, president and CEO of PrePass Safety Alliance, said in a statement. “The Alliance views this strategic acquisition as an exciting opportunity to better serve its state and industry partners while fulfilling our nonprofit mission to make highways safer and more efficient through innovative, data-driven solutions.”

From the earliest use of RFID technology to facilitate weigh station bypassing, to the latest developments in connected commercial motor vehicle and electronic toll payment systems, CVO has been providing various technology solutions to the trucking industry. For nearly 30 years, it operated as a division of America’s commercial giants: Lockheed, Xerox, Conduent, and one of the world’s premier infrastructure investors. Now, CVO will run as a separate but wholly owned subsidiary of the Alliance.

“For nearly 30 years, the CVO team has delivered cutting-edge technology and world-class support to PrePass Safety Alliance and the PrePass program,” Skip Kinford, president and CEO of CVO, said in a press release. “This acquisition creates an alignment of effort and focus between our organizations that will drive the next generation of commercial motor vehicle safety innovation.”

PrePass Safety Alliance offers multiple bypass technology choices, including the PrePass bypass app, which delivers real-time driver safety alerts, and works as a standalone application or in conjunction with the PrePass RFID transponder. All PrePass services include access to PrePass Inform software, which helps motor carriers analyze bypass and toll activity to spot trends, improve safety scores, reduce the risk of toll fraud and provide new data insights into their operations.
